why is it that students from uk or other states seem to grade quicker then other places even though they are not up too other grades standard

I haven't got a statistical or definitive answer to this, Blade, but my initial thought is the western mindset is not as enduring as in the east. So, in my opinion, your avarage student over here will drop out if they don't get that new darker belt. Where as in the east, the more traditional area's that would study martial arts would persue the art from a different angle. They do it as part of their culture. Much the same as we celebrate Christmas, even though most of us don't even believe in Christ; its just our way.
Here, however, if a student goes to karate, their motives are different. And if they can't grade at a steady pace they are much more likely to throw in the towel. Keep them grading and they remain happy enough to put money in to the Sensei's pocket.
Just my opinion, not necassarily correct.

In what context? I presume you mean within GKR?
If you're talking across different organisations, styles and/or arts then that's just the way it is. Inevitably different groups have different criteria. Worrying about what grade other people are is ultimately a fruitless endeavour, more fool them if they find an instructor who will grade them inappropriately quickly.
